According to these notes, the Great Seal was affixed to the Commission for executing the office of Lord President on June 2 even though the necessary Warrant hadn't been countersigned by a responsible minister. In fact, the Warrant wasn't even sent to the Home Office for countersignature until two days after the sealing, and it wouldn't be returned to the Crown Office for a further five days. The sealing of a patent without a proper Warrant would appear to contravene the provisions of <a href="https://www.legislation.gov.uk/ukpga/Vict/47-48/30">s. 2(1) of the Great Seal Act 1884</a>.
