Mr. Anthony Eden, with his humble duty to Your Majesty,
Mr. Eden encloses two telegrams from the Acting British Consul General at Shanghai giving the latest news received of the condition of Your Majesty’s Ambassador in China. Mr. Eden had hoped that there might have been a later bulletin, but regrets that nothing has been received since 9.30 this morning.
Messages of sympathy on account of the wounding of Your Majesty’s Ambassador have been received from many foreign Governments. Such messages have been received from amongst others the United States Secretary of State and the Chinese Minister of Foreign Affairs. In addition, the Japanese Ambassador called this afternoon to express the regret of his Government, and Mr. Eden encloses a record (pencil: Where is it? A) of his conversation with M. Yoshida.
Since full information regarding the circumstances of the incident in which Your Majesty’s Ambassador was
wounded has not yet been received, Your Majesty’s Government are not as yet in a position to take further action with the Japanese Government. Mr. Eden, however, encloses a draft of instructions (pencil: Where is it? A) to Your Majesty’s Chargé d’Affaires at Tokyo, which is under consideration.
All of which is submitted for Your Majesty’s gracious consideration.
