This Royal Proclamation is modeled on the traditional Dissolution Proclamation, though of course it doesn't include any language about dissolving the present Parliament. It also omits any reference to the Commons. This Proclamation was not accompanied by the customary Order in Council directing the Lord Chancellor and the Secretary of State for Northern Ireland to issue writs for calling a new Parliament.
