WHEREAS, by a Petition to Her Most Gracious Majesty the Queen, dated at Lincoln on the 17th day of November 1869, I presented to Her Majesty the names of two persons, viz., the Venerable Henry Mackenzie, M.A., Archdeacon of Nottingham, and the Reverend Francis Morse, M.A., Vicar of St. Mary's, Nottingham, with a humble prayer that Her Majesty would be graciously pleased to nominate and appoint one of the two persons aforesaid to be a Bishop Suffragan to the Diocese of Lincoln, with the title of Bishop Suffragan of Nottingham, in this diocese.
Be it known that I do hereby certify the two persons aforesaid to be of good life and conversation, learned and discreet, born in lawful wedlock, of due age, and ordained priests; and that there is nothing in the Ecclesiastical Laws which ought to obstruct or hinder their admission to the dignity of a Bishop Suffragan.
In testimony whereof I have affixed to these Presents my episcopal seal and signature, this 3rd day of January 1870.
(Signed) C. Lincoln. [L. S.]
