ARCHIBALD CAMPBELL, by Divine Providence Archbishop of Canterbury, Primate of All England and Metropolitan, to our Brother in the Lord the Right Reverend Edward Parry, Doctor in Divinity, Bishop Suffragan of Dover, within our diocese, health and brotherly love in the Lord: Whereas We are desirous to avail ourself of the assistance of you the said Edward Parry, Bishop Suffragan of Dover, to exercise and perform all the episcopal functions requisite for the ordination of deacons and priests, the consecration of churches, chapels, and cemeteries, or burial grounds, for administering the rite of Confirmation, and for the several other purposes hereinafter mentioned:
Now, therefore, We, the said Archibald Campbell, Archbishop of Canterbury, do by these Presents under our hand and archiepiscopal seal, to remain in force until the same shall be revoked by us, commit unto you the said Edward Parry, Bishop Suffragan of Dover, our full power and authority, at such times and in such places within our said diocese as We shall from time to time appoint, to hold ordinations for us according to the rites and ceremonies of the United Church of England and Ireland, and there to admit and ordain to the Holy Orders of deacon and priest all such persons as shall be presented unto you in that behalf under our direction and authority, and to do and perform all other acts and things incident or appertaining thereto. And We do, in like manner, under the authority of the Act of Parliament made and passed in the 26th year of the reign of his late Majesty King George the Third, intituled "An Act to permit the Archbishops of Canterbury and York and the Bishop of London for the time being, to admit Persons into Holy Orders specially for the Colonies," commit unto you the said Edward Parry, Bishop Suffragan of Dover, our full power and authority at any ordination to be held by you by virtue of these Presents, to admit into the Holy Orders of deacon and priest respectively, any person or persons whom We shall upon examination deem duly qualified for the purpose of taking upon himself or themselves the cure of souls, or officiating in any spiritual capacity in Her Majesty's Colonies or foreign possessions, and residing therein, and who shall be presented to you for the purpose of such ordination under our like direction and authority, and to do and perform all other things appertaining or belonging thereto: And We do further commit unto you the said Edward Parry, Bishop Suffragan of Dover, our full power and authority from time to time upon our request in writing, to consecrate, dedicate, separate, and set apart for Divine Worship, according to the rites and ceremonies of the United Church of England and Ireland as by law established, any churches or chapels within our said Diocese which shall be previously approved by us, and also any cemeteries, churchyards, churchyards, or additional burial grounds for any parish or place within our said Diocese, which shall also be previously approved by us, and to administer the rite of Confirmation at such times and places as shall be appointed by us for that purpose: And for and in relation to the several purposes aforesaid, We hereby commit unto you our full power and authority to perform within our said Diocese all necessary functions peculiar and appropriate to the order of bishops, and to do all such other things needful and necessary in and about the premises as We personally might or could do: And We do hereby empower you to receive, inspect, and examine the nominations of clerks to chapels of ease, chaplaincles, readerships, stipendiary and other curacies within our Diocese and jurisdiction, and upon your approval thereof to license them to the respective chapels of ease, chaplaincles, readerships, stipendiaries and curacies, they the said clerks in the presence of you, or in the presence of such persons as may be appointed by you, taking such oaths and making and subscribing such declarations as are by law required: Also to receive, inspect, and examine applications for license to officiate and celebrate the Holy Sacraments as unconsecrated buildings, and to license persons so to officiate and celebrate: Also for us and on our behalf to accept all such resignations of benefices which may be canonically and legally made to us as We shall have approved, and to cause the usual notice of the acceptance of such resignations to be given to the patrons of the benefices so resigned: And also to receive petitions for licenses for non-residence and for licenses to legalise houses of residence, together with all such certificates in proof of the facts stated in any such petition as may be required by law, or that you may think necessary, and, upon your approval thereof, to grant such license for non-residence and licenses to legalise houses of residence for such period as is authorized by law, as authorised by law: Also to countersign testimonials signed by clergymen beneficed within our Diocese and worthy of credit; and all and whatsoever you shall do in the premises We hereby undertake to ratify and confirm, reserving nevertheless to ourself full power and authority to revoke this commission when and as We may think fit.
