2. The longstanding convention is for the serving Prime Minister to accept the nominations of their predecessor (subject to any concerns raised through the probity checks), to liaise with their predecessor’s office on any issues arising and to make the submission to The Queen on their predecessor’s behalf. This note seeks your agreement to set this process in train.

Honours

11. In line with standard practice, all honours nominees contained in the resignation list have been subject to [OUT OF SCOPE] a range of vetting checks, [REDACTION] the independent Parliamentary and Political Service Honours Committee and Main Honours Committee have played no role in the process for exceptional political honours, including Resignation and Dissolution Lists. [REDACTION] At publication, we will make clear that these nominations are in the gift of the former Prime Minister, and have not been through the independent process responsible for the main lists at New Year and the Queen’s Birthday.

Next Steps

14. The next step, if you are content, is to recommend the honours element of this list to Her Majesty The Queen for her approval, and to allow those included to be sounded. Once that stage is complete you will be invited to submit both the final honour and peerage lists to HMQ for formal approval. Once formal approval has been received, the List can be announced and published.</text>
