MRS. COOPER

Mr. Delafons spoke to me this evening about the Royal Commission on Local Government. They are aiming to get a submission from the Minister to the Prime Minister this week and hope to make the announcement in the House next Thursday.

There are two points we need to consider:

(a) Can the Counsellors of State approve the Prime Minister's submission? (Incidentally the terms of reference will not be ready next week and we shall simply have to seek approval for the setting up of a Royal Commission.)

(b) Who should announce this in the House bearing in mind that the Secretaries of State for Scotland and Wales are both heavily involved?
