The Full Record
It's worth noting that none of the submissions were made to Queen Elizabeth II since the earliest ones were dated September 29, 2022 according to their filenames. Among these early recommendations were the approval of ministerial appointments and resignations. While the original attachments are missing, it is likely that these were connected to Truss's reshuffle of the government after she replaced Boris Johnson.
The timing of these submissions deepens the confusion surrounding the formalities associated with the appointment of Truss's ministry. When there are a large number of ministerial appointments, it appears that the modern practice is to defer a formal submission until after the full list has been settled. In the meantime, No. 10 obtains the Monarch's informal approval at which point the appointment can be publicly announced (informal approval appears to be handled at the secretarial level and so it does not involve formal submissions). A number of these appointments were therefore announced on September 6-7.
However, a Privy Council meeting that was scheduled for September 7 to swear in new Cabinet ministers had to be cancelled due to the Queen's ill health. In practice, it seems they were allowed to act as if their appointments had been finalized even though they would not be sworn in until September 13.
If Truss's September 29 submission was indeed connected to the reshuffle, it is remarkable that it was made roughly three weeks after informal approval was obtained and 16 days after many of the individuals had already been sworn in. Whether this was due to carelessness or it was a result of the official mourning period for Queen Elizabeth II cannot be determined at this point.
