BY HIS MAJESTY'S COMMAND

MAY IT PLEASE YOUR MOST EXCELLENT MAJESTY

This contains a Warrant to the Secretary of State for Northern Ireland to pass Letters Patent under the Great Seal of Northern Ireland whereby Your Majesty is pleased to confer the status of a City upon the Town of Bangor in Your Majesty's County of Down  And this Warrant is prepared according to Your Majesty’s Royal Command

Signified by Secretary of State

(Sgd.) Chris Heaton-Harris

Clerk of the Crown for Northern Ireland

(Sgd.) Andrew Wells

Countersigner

Chris Heaton-Harris (Secretary of State for Northern Ireland). Instead of signing below "By His Majesty's Command," Heaton-Harris's countersignature appears below "Signified by Secretary of State." This is likely a mistake.

Ornamentation

Black and white Royal Arms at the top.

Printed in Times New Roman.

Royal name is capitalized and in boldface.

Special Features

This document is quite similar to a Warrant for the UK Great Seal (cf. this example) with the key difference being that, instead of being addressed to the Lord Chancellor, it's addressed to the Secretary of State for Northern Ireland who is the custodian of Northern Ireland's Great Seal. Although contemporary UK Warrants no longer refer to the Lord Chancellor by name, NI Warrants still include the Secretary of State's name.

While UK Warrants include the surname of the Clerk of the Crown in Chancery, the Clerk of the Crown for Northern Ireland actually signs this type of Warrant.

While the Lord Chancellor customarily signs a UK Warrant in the lower left in order to authorize the sealing of the document (this is known as the 'recepi'), there is nothing similar on this Warrant.
